Dear Sir.

We are in receipt of your letter of the

21st. and we beg you will tender our thanks to the Marquis

of Ripon for his prompt action prohibiting the erection of

Oil Tanks at Singapore without reference to the Secretary

of State on the question of the site of such tanks. We

shall feel much obliged if the Marquis of Ripon will cause

similar instructions to be sent to the Governor of Hong

Kong where an exactly similar condition of affairs prevails

1. e. to say that in consequence of representation made by

the very people who are now applying to erect tanks themselves we the pioneers of the Bulkk 011 bustness in the East were driven away from the Island of Hong Kong itself and compelled to erect our Installation upon an outlying Island but we were assured as in the case of Singapore that

facilities subsequent competitors would not be allowed

which were then refused to us.

Our business is entirely confined to British interests

whereas the Standard Oil Co. of America who are seeking to oppose are Americansubjects and their success if attained would be procured at the expense of British Shipping and

Commerce.
